Assistant Director of HR – Talent Acquisition & Vetting

Job Summary:

This Assistant Director role is responsible for leading talent acquisition processes, ensuring safe recruitment practices, managing onboarding programs and employee leave processes, staff calendar and work schedules, overseeing all aspects of substitute employee administration - including managing substitution systems, substitute payroll processes, performance evaluations, and related communications. This role ensures compliance with school policies and legal requirements while supporting strategic HR initiatives related to staffing, workforce planning, and employee experience. 

Core Duties and Responsibilities: 

  • Recruitment & Talent Acquisition 
    • Coordinate recruitment for faculty and administrative positions, including job postings, job fair registrations and logistics, interview scheduling, documentation management, and filing systems. 
    • Manage full-cycle recruitment for support staff, substitute employees, and temporary workers, including job postings, interview coordination, conducting reference checks, credential verification, documentation, initial placement verification, and employment offer communication. 
    • Maintain and update the TAS Career Website, recruiting agencies school dashboards, and onboarding platform to ensure accurate and timely information. 
    • Liaise with recruitment agencies and external partners to support effective and timely hiring.
  • Background Checks and Vetting 
    • Manage all employee background check requirements and related communications, including pre-employment and renewal checks, employment verification, safeguarding vetting, documentation, and record management. 
    • Manage non-employment background checks and safeguarding vetting processes to ensure compliance with school campus access and safeguarding standards. 
    • Collaborate with AD – Employee Services & Compliance to ensure that new employees complete their statutory health check requirements within the agreed timelines that meets the onboarding requirements effectively.
  • Onboarding & Transition Support 
    • Plan, coordinate, and execute new employee onboarding, orientation, and job induction programs. 
    • Ensure completion of mandatory training requirements for new recruits.
    • Coordinate with the HR Director and partner with the AD – Employee Services & Compliance to provide comprehensive arrival and onboarding support for new faculty and administrators. 
    • Collaborate with the AD – Employee Services & Compliance to support offboarding tasks for departing employees, including managing checkout steps, handling documentation, and ensuring compliance. 
    • Collaborate with the AD – Employee Services & Compliance to conduct exit interviews for support staff and substitute employees, gather valuable feedback, and contribute to improvements in workplace practices. 
  • Substitution and Leave Management 
    • Oversee all aspects of substitute employee administration, including managing substitution systems, payroll processes, performance evaluations, and related communications. Ensure accurate documentation and effective management of substitute employees’ performance. 
    • Oversee employee leave requests and related inquiries, ensuring that leave records are verified and updated in HR systems in compliance with school policy requirements and agreed process timelines. 
    • Collaborate with AD – Employee Services & Compliance to plan, coordinate, and implement professional development, mandatory pre-employment training, and on-the-job refresher programs for substitute employees, while tracking completion and maintaining training records. 
    • Maintain support staff attendance tracking, employee leave reports, and support staff clock-in/out records and reporting requirements. 
  • Staff Calendar and Work Schedule Management 
    • Work with the HR Director to manage support staff calendars in line with academic schedules and staff contracts.
    • Manage support staff work schedules to ensure contractual and operational needs are met. 
    • Maintain HRIS and ERP systems to support recruitment, onboarding, offboarding, support staff scheduling, and substitution workflows. 
  • HR Compliance & Administrative Support 
    • Assist HR Director with labor law compliance, employee handbook review and policy updates, and disciplinary processes. 
    • Provide administrative support to the HR Director and act as liaison for recruitment-related audits and compliance checks. 
    • Ensure accurate data collection, reporting, and confidentiality in all HR records and processes.  
  • HR Leadership and Supervisory 
    • Supervise two HR Officers, providing leadership and guidance to ensure the efficient delivery of daily HR operations. 
    • Offer direction and support to HR team members and provide administrative assistance to School Administration as designated, particularly when the HR Director is unavailable or on leave. 
    • Deliver effective administrative support related to support staff employment matters, attendance management, and inquiries regarding leave policies, entitlements, and eligibility.  
  • Other HR initiatives and projects as assigned.

Qualifications & Experience:

  • A Bachelor’s degree in Human Resources, Business Administration, or a related discipline is required. 
  • At least 5 years of experience leading HR functions, preferably within an international school or a multicultural setting, with a proven track record of managing high-volume, end-to-end recruitment and HR operations. 
  • Demonstrate experience supervising teammates, including instructing, coaching, advising, and evaluating team members, and addressing performance or personnel matters with timely, fair, and equitable solutions. 
  • Strong knowledge of labor laws, compliance standards, and HR best practices. 
  • Excellent communication, interpersonal, organizational, conflict resolution and problem-solving skills. 
  • Proficiency in HRIS/ERP systems and Microsoft Office Suite.
  • Possessing legal or paralegal credentials is considered as a valuable advantage.

  • Language Proficiency: 
    • Advanced level of English proficiency in speaking, listening, writing and reading.
    • Near-native proficiency in Mandarin in speaking, listening, writing and reading. 

Work schedule: 08:00 AM to 17:00 PM; Monday – Friday, inclusive of 1 hour lunch break
