Position Summary

The Assistant Director – Talent Acquisition & Professional Pathways serves as the system owner and operational leader for Taipei American School’s support staff talent acquisition, professional learning, professional pathways, and performance management frameworks. Reporting to the Director of Human Resources, this role is accountable for the end‑to‑end design, execution, governance, documentation, and continuous improvement of these programs and systems to ensure consistent, timely, compliant, and high‑quality outcomes aligned with school priorities, safeguarding standards, and applicable legal requirements.

This position leads and manages full‑cycle recruitment and selection for support staff and substitute employees and provides administrative and logistical support for professional staff recruitment in coordination with the HR Director and relevant agencies. The role also oversees pre‑employment vetting, background checks, and safe hiring requirements through the HR Officer – Vetting & Attendance Management, ensuring accuracy, audit readiness, and safeguarding compliance.

As a people leader, the Assistant Director provides direct supervision and functional oversight of assigned HR team members and ensures the effective day‑to‑day operation of systems supporting recruitment, onboarding, mandatory training tracking, support staff learning and development, and performance management cycles. The role partners closely with the Office of Learning and school leaders to align professional learning and pathway development with organizational goals, strengthen employee capability, and support a positive and effective employee experience.

Core Duties and Responsibilities

Talent Acquisition & Recruitment

  • Lead and manage full‑cycle recruitment and selection for support staff and substitute employees, including job postings, candidate sourcing, application screening, interview coordination, reference checks, credential verification, documentation management, and employment offer communication.
  • Provide administrative and logistical support for professional staff (faculty and administrative) recruitment processes, including agency communication and coordination, maintaining recruitment databases and job posting dashboards, and managing recruitment‑related expenses, billing, and payment requests.
  • Maintain and update the TAS Career Website, recruiting agency school dashboards, and onboarding platforms to ensure accurate and timely information.
  • Liaise with recruitment agencies and external partners to support effective and timely hiring for all employee categories.
  • Ensure all recruitment practices and selection procedures are aligned with school policies, safeguarding standards, compliance requirements, and HR best practices.
  • Support workforce planning and staffing strategy initiatives in collaboration with the HR Director and divisional supervisors.
  • Manage recruitment communications and candidate experience processes to promote a positive and professional hiring experience.

Vetting, Background Checks & Safe Hiring

  • Oversee all employee pre‑employment vetting and background check requirements — including criminal record checks, employment verification, and safeguarding clearances — through the HR Officer – Vetting & Attendance Management, ensuring compliance with school policies and applicable legal requirements.
  • Manage non‑employee background checks and safeguarding vetting for external coaches, tutors, instructors, and school‑sponsored visitors requiring campus access.
  • Ensure 100% accuracy and currency of the vetting database and all physical and digital vetting records.
  • Ensure new employees complete mandatory pre‑employment and health check requirements within agreed onboarding timelines.

Onboarding & Transition Support

  • Plan, coordinate, and execute new employee onboarding, orientation, and job induction programs for support staff and substitute employees.
  • Ensure completion of mandatory training requirements for all new hires within agreed timelines.
  • Coordinate with the HR Director and partner with the AD – HR Operations & Policy Compliance to provide comprehensive arrival and onboarding support for new faculty and administrators.
  • Collaborate with the AD – HR Operations & Policy Compliance to support offboarding tasks for departing employees, including checkout procedures, documentation, and compliance.
  • Collaborate on exit interview processes for support staff and substitute employees, gather feedback, and contribute to improvements in workplace practices.

Attendance & Work Schedule Management

  • Oversee support staff attendance tracking, work schedule management, and related reporting requirements through the HR Officer – Vetting & Attendance Management.
  • Ensure support staff work schedules comply with Taiwan labor laws, including working hours, rest days, overtime, and special leave requirements.
  • Maintain HRIS and ERP systems to support recruitment, onboarding, offboarding, and attendance management workflows.

Learning Development & Performance Management

  • Own and manage the end‑to‑end support staff professional learning, professional pathway, and performance management systems, including process design, annual planning, communications, tools/templates, workflow controls, documentation standards, and continuous improvement.
  • Coordinate schoolwide employee learning and development initiatives in collaboration with the Office of Learning, ensuring role‑relevant offerings, consistent participation expectations, and accurate records of completion where required.
  • Establish and maintain professional pathway structures for support staff (e.g., role expectations, growth competencies, development options, and progression guidance), and ensure pathway design is aligned with learning offerings and performance expectations.
  • Lead the planning and execution of support staff performance management cycles, including cycle timeline design, launch readiness, manager guidance, completion tracking, and quality control of submitted documentation.
  • Manage support staff performance management systems to ensure evaluation processes are aligned with school policies, procedures, standards, and established timelines, and that records are maintained in an audit‑ready manner.
  • Oversee support staff performance review workflows and documentation, including process administration, timeline management, and tracking of performance review documentation and required follow‑up actions.
  • Manage mandatory pre‑employment and on‑the‑job refresher training requirements for support staff, including completion tracking, documentation, and escalation follow‑up where requirements are overdue or incomplete.
  • Provide operational support for performance improvement planning, including coordinating timelines, tracking required documentation, and supporting consistent follow‑through in collaboration with supervisors and HR leadership.
  • Partner with supervisors to identify training and performance capability needs and implement targeted learning interventions that support job effectiveness, employee growth, and consistent performance standards.

HR Compliance & Administrative Support

  • Assist the HR Director with labor law compliance, employee handbook review, policy updates, and disciplinary processes.
  • Provide administrative support to the HR Director and act as liaison for recruitment and vetting‑related audits and compliance checks.
  • Ensure accurate data collection, reporting, and confidentiality in all HR records and processes.

HR Leadership & Supervisory

  • Supervise HR support team and operations covering Vetting and Attendance Management, Learning Development & Pathway, and Recruitment and Selection, providing leadership and guidance to ensure efficient delivery of daily HR operations.
  • Offer direction, coaching, and support to HR team members, and provide administrative assistance to School Administration as designated, particularly when the HR Director is unavailable or on leave.
  • Deliver effective administrative support related to talent acquisition, employee development, and HR compliance matters.
  • Perform other HR initiatives and projects as assigned.

Qualifications & Experience:

  • Bachelor’s degree in Human Resources, Business Administration, or related field (Master’s preferred).
  • At least five (5) years of experience leading HR functions, preferably within an international school or multicultural setting, with a proven track record of managing end-to-end talent acquisition, learning and development and people management.
  • Demonstrate experience supervising teammates, including instructing, coaching, advising, and evaluating team members, and addressing performance or personnel matters with timely, fair, and equitable solutions.
  • Strong knowledge of labor laws, compliance standards, and HR best practices.
  • Excellent communication, interpersonal, organizational, conflict resolution and problem-solving skills.
  • Proficiency in HRIS/ERP systems and Microsoft Office Suite.
  • Possessing legal or paralegal credentials is considered as a valuable advantage.

 Language Proficiency: 

  • Advanced English proficiency in speaking, listening, writing and reading. 
  • Advanced Mandarin proficiency in speaking, listening, writing and reading.
