Assistant Director of HR – Employee Services & Compliance

Job Summary:

The Assistant Director of HR –Employee Services & Compliance leads the delivery of end-to-end employeeservices and HR operations, including employee assistance programs, immigrationservices, employee wellness and assistance programs, support staff performancemanagement and professional development processes, offboarding and transitionmanagement, HR helpdesk and vendor management, employee data/reporting,HRIS/ERP administration, and compliance for statutory employment services andSupport Staff Labor-Management Meetings (SSLMM). Partners closely withdivisional supervisors, the Occupational Nurse, and the Office of Learning ondocumentation, compliance, and schoolwide initiatives that ensure a positiveemployee experience through efficient service delivery, regulatory compliance,and engagement strategies.  

Key Responsibilities: 

Employee Services, Assistance Programs and Wellness

  • Provide guidance and support to supervisors and staff on HR policies, conflict resolution, and workplace conduct.
  • Support investigations into misconduct or workplace issues involving support staff or substitutes, including evidence gathering, interviews, and documentation.
  • Assist the HR Director in handling general complaints, resolving conflicts, and managing disciplinary actions for support staff and substitute employees, ensuring consistency with school policies and legal requirements.
  • Manage Employee Assistance Program (EAP) and service providers to ensure delivery of employee assistance in alignment with school policies and HR practices.
  • Manage wellness programs and events.
  • Manage workplace diversity, equity, inclusion, and belonging (DEIB) activities in alignment with school initiatives and compliant with legal requirements.
  • Collaborate with the faculty “sunshine committee” to coordinate schoolwide employee activities.

Immigration & Statutory Employment Services

  • Oversee immigration processes (work permits, visas, ARC) and legal documentations for employees.
  • Ensure employees are enrolled and supported in statutory schemes (NHI, NLI)
  • Uphold Occupational Health & Safety and Gender Equality in Employment Act requirements
  • Collaborate with the Occupational Nurse to oversee employee mandatory occupational health check requirements and documentation. 

Transition Support Management 

  • Oversee new employee check-in and departing employee check-out procedures.
  • Manage offboarding processes for departing employees, including checkout procedures, documentation, and compliance.
  • Conduct exit interviews for support staff and substitute employees to gather feedback and inform improvements in workplace practices.

Support Staff Performance Management and Professional Development

  • Manage support staff performance management process and documentation.
  • Plan and execute support staff professional development programs.
  • Plan and execute employee mandatory pre-employment and or on-the-job refresher training requirements and track completion and documentation.
  • Assist with the management of support staff performance improvement plans (PIPs) and track completion and documentation.
  • Collaborate with supervisors to identify training needs and implement learning initiatives.

HR Office Operations

  • Manage HR helpdesk and provide timely resolution of employee inquiries.
  • Oversee HR purchase orders, vendor management, and office petty cash.
  • Manage HRIS and ERP systems to support employee services and supervision workflows.
  • Oversee the maintenance of HR records and manage the collection, analysis, and reporting of employee data statistics.
  • Plan and execute HR events, support staff outings and team-building activities.

Compliance & Administrative Support

  • Manage Support Staff Labor Management Meetings (SSLMM) reporting requirements, regular meeting coordination, preparation and distribution of meeting agenda and minutes in compliance with local statutory requirements.
  • Work closely with the Safety and Health Officer to supply HR data needed for occupational safety and health reporting obligations.
  • Assist the HR Director in preparing official government letters, correspondence, and documentation as required.
  • Assist HR Director with labor law compliance, employee handbook review and policy updates, and disciplinary processes.
  • Provide administrative support to HR Director and act as liaison for employee services audits and compliance checks.

HR Leadership and Supervisory

  • Supervise and lead HR staff direct reports to ensure the efficient delivery of daily HR operations.
  • Offer direction and support to HR team members and provide administrative assistance to School Administration as designated, particularly when the HR Director is unavailable or on leave.
  • Deliver effective administrative support related to employee services, policies and HR operations. 

Collaboration on Faculty Professional Pathways

  • Coordinate with the Office of Learning to maintain Admin/Faculty professional pathway documentation requirements per the agreed evaluation cycles. 

Qualifications & Experience:

  • Bachelor’s degree in Human Resources, Business Administration, or related field (Master’s preferred).
  • At least 5 years of experience leading HR functions, preferably within an  international school or a multicultural setting, with a strong emphasis on  recruitment and HR operations.
  • Strong knowledge of labor laws, compliance standards, and HR best  practices.
  • Excellent communication, interpersonal, organizational, conflict resolution  and problem-solving skills.
  • Proficiency in HRIS/ERP systems and Microsoft Office Suite.
  • Possessing legal or paralegal credentials is considered as a valuable  advantage.

  • Commitment to confidentiality in managing sensitive issues and staff concerns independently and professionally.
  • Language Proficiency: 
    • Advanced level of English proficiency in speaking, listening, writing and reading.
    • Native proficiency in Mandarin in speaking, listening, writing and reading. 

Work schedule: 08:00 AM to 17:00 PM; Monday – Friday, inclusive of 1 hour lunch break
