Job Summary:

The HR Specialist – Performance& Compliance is responsible for coordinating and administering supportstaff performance management and professional development processes, as well asmaintaining and tracking performance evaluation and professional developmentdocumentation for all employee groups, including administrators, faculty, andsupport staff. 

The role also supports HRgovernance functions and workplace compliance requirements, ensuring alignmentwith school policies, safeguarding standards, and applicable Taiwan regulatoryobligations, with a particular focus on workplace bullying prevention,documentation integrity, and audit readiness.

Working closely with the Directorof Human Resources, the position provides operational support in thecoordination of occupational health and safety (OHS) services and relatedcompliance requirements, in collaboration with relevant stakeholders.

Core Duties and Responsibilities: 

  • Performance Management & Professional Development Administration
    • Coordinate and administer support staff performance management processes, including timelines, documentation, tracking, and procedural guidance.
    • Coordinate support staff professional development (PD) programs and initiatives, including needs assessment support, registration, scheduling, attendance tracking, budget monitoring, and record maintenance.
    • Maintain professional development records and support reporting on participation, completion, and development activities.
    • Assist in the administration of individual development plans, performance improvement plans, and related follow-up activities.
    • Ensure accurate and confidential maintenance of performance and professional development records for support staff.
  • HR Governance & SSLMM Coordination
    • Administer SSLMM operations, including:
      • Meeting preparation and agenda coordination
      • Minutes documentation and formal recordkeeping
      • Issues tracking, follow-up actions, and escalation documentation
    • Maintain governance records to support accountability and audit readiness
  • Workplace Bullying Prevention Framework & Compliance
    • Support implementation and ongoing management of workplace bullying prevention requirements, including:
      • Policy and protocol support
      • Complaint intake logs and case tracking
      • Investigation documentation and process checklists
      • Statutory reporting and committee coordination
    • Ensure strict confidentiality and case management standards 
  • Occupational Health & Safety (OHS) Coordination
    • Work in partnership with the Director of Human Resources to support:
      • Coordination of occupational health and safety services
      • Compliance with workplace safety and psychosocial risk requirements
    • Liaise with relevant internal stakeholders (e.g., occupational nurse, safety and health officer) on employee-related OHS matters
    • Coordinate with the Occupational Nurse on occupational health service inquiries and employee health check completion tracking to support audit-ready compliance records, while maintaining clear documentation boundaries: clinical health records remain with the Occupational Nurse, and HR compliance case records remain with HR.
  • Compliance Training & Communication
    • Coordinate HR compliance training programs, including:
      • Training logistics, scheduling, and participation tracking
      • Completion monitoring and reminder communications
      • Bilingual (English and Chinese) compliance communications 
  • Compliance Documentation & Audit Readiness
    • Maintain centralized, audit-ready HR compliance records, including:
      • Policies, procedures, and statutory documentation
      • Complaint and investigation files
      • Training records and corrective action tracking
    • Ensure accuracy, consistency, and confidentiality across all records

Qualifications & Experience:   

  • Proven experience in HR functions, with demonstrated expertise in performance management administration and HR compliance.
  • Strong knowledge of Taiwan labor law and employment regulations, workplace compliance requirements (including workplace bullying prevention), and HR policy administration.
  • Demonstrated ability to support governance processes and cross-functional coordination, working effectively with leadership and stakeholders.
  • Excellent communication, interpersonal skills, and the ability to manage sensitive and confidential matters professionally.
  • Proficiency in planning, project management, and coordinating multi-step HR processes and compliance initiatives.
  • Strong analytical and problem-solving skills, with the ability to evaluate complex situations and maintain accurate, well-documented records.
  • High attention to detail in managing performance documentation, compliance records, and audit-ready files.
  • Ability to manage challenging situations, handle difficult conversations, maintain professionalism under pressure, and exercise sound judgment.
  • Strong awareness of professional conduct and interpersonal impact, with the ability to maintain positive, respectful interactions.
  • Demonstrated commitment to confidentiality, integrity, and ethical handling of sensitive employee and compliance-related matters.
  • Language Proficiency:
    • Advanced level of English proficiency in speaking, listening, writing and reading.
    • Native Mandarin proficiency in speaking, listening, writing and reading. 

Work schedule: 08:00 AM to 17:00 PM; Monday – Friday, inclusive of 1 hour lunch break
