HR Specialist – Learning Development & Performance Management
Job Summary:
The HR Specialist – Learning Development & Performance Management is responsible for planning, coordinating, and administering support staff learning, professional development, and performance management systems in alignment with school priorities, HR initiatives, and compliance requirements. Reporting to the Director of Human Resources, this role plays a key operational role in supporting workforce development, employee performance effectiveness, and a positive employee experience.
The position manages support staff performance management frameworks, evaluation cycles, documentation, and timelines, ensuring processes are consistently applied in accordance with school policies, procedures, and legal standards. The role also plans and coordinates support staff professional learning and development initiatives, working closely with the Office of Learning and other stakeholders to deliver schoolwide employee learning and wellness activities.
In addition, the HR Specialist serves as a primary point of contact for support staff professional learning development and performance management‑related inquiries, providing guidance, coordination, and clear communication to support staff members and their supervisors. The role supports strategic HR initiatives related to supporting workforce planning and staff development, contributes to process improvements, and ensures accuracy, confidentiality, and professionalism in managing support staff performance and professional growth records.
Core Duties and Responsibilities:
- Plans, coordinates, and delivers support staff professional learning and development, and employee wellness initiatives aligned with organizational goals and HR priorities.
- Coordinates schoolwide employee learning and development initiatives in collaboration with the Office of Learning.
- Manages support staff performance management systems, ensuring evaluation processes align with school policies, procedures, standards, and established timelines.
- Coordinates and manages support staff performance review cycles, including process administration, timeline management, and tracking of performance review related documentation.
- Manages support staff professional learning, development, and performance‑related inquiries and communications.
- Provide guidance, advisory support, and process improvement recommendations related to support staff performance management.
- Ensure compliance with performance management policies, procedures, and applicable legal requirements.
- Support strategic HR initiatives related to workforce planning, employee development, and organizational effectiveness.
- Perform other HR initiatives and projects as assigned.
Qualifications & Experience:
- A Bachelor’s degree in Human Resources, Business Administration, or a related discipline is required.
- At least 5 years of relevant experience, preferably within an international school or a multicultural setting, with a proven track record of managing high-volume, end-to-end employee professional learning and development, and performance management systems.
- Strong knowledge of labor laws, compliance standards, and HR best practices.
- Excellent communication, interpersonal, organizational, conflict resolution and problem-solving skills.
- Proficiency in HRIS/ERP systems and Microsoft Office Suite.
- Possessing HR credentials or relevant certifications is considered as a valuable advantage.

- Commitment to confidentiality in managing sensitive issues and staff concerns independently and professionally.
- Language Proficiency:
- Advanced level of English proficiency in speaking, listening, writing and reading.
- Native Mandarin proficiency in speaking, listening, writing and reading.
Work schedule: 08:00 AM to 17:00 PM; Monday – Friday, inclusive of 1 hour lunch break
